After the signatures are matched and the envelopes are opened, the ballot is separated from the envelope, forever. There is no longer any way to match a ballot to an envelope. That's how a non-Stalinist regime does things, in order to keep everyone's vote a secret.

1/6/21, a joint session of Congress, chaired by VP Pence, will begin counting the votes. Dems are unlikely to win both elections, and even if do, it's a 50/50 split with Pence holding the Vice Presidency during the counting period. Pence will also handle any rulings on whether "Safe harbor" holds in contested States where it appears the election was stolen.

That's not Pences call. Any question of accepting or rejecting electors is up to congress, and it takes both houses to agree to throw out electors. With a divided house, there will be no agreement ot throw out electors, so the electoral counts will stand.
