Actually, the money was well spent. If you ever spent time in the early 60s and back in the South you would see what abject poverty really looked like. The Johnson Programs really helped those folks out. Can you imagine having to live like a 3rd worlder carrying your water for a mile from a community well, no heat, no electricity, you can throw a cat though the walls and roof, sleeping with a drip pan your stomach, and more? In Rural America, if you were white, at least the biggest worry was if the Outhouse was less than 100 feet from the house and the pump in the Kitchen had enough water to be primed. Yes, all in my lifetime. I come from Poor White America and we were Royalty compared to Southern Poor both black and white.
