The Jordan Valley in the Palestinian West Bank is under active annexation to Israel – in breach of the 4th Geneva Convention.

Anytime one party to an "agreement" doesn't live up to their obligations under that "agreement", they are found to be in breach of said "agreement". And when one party is in breach of an "agreement", that "agreement", is no longer enforceable.

Israel was found in breach of Oslo years ago.
