No, democracy is not a religion. Democracy is just a simplistic concept.
Secular socialism on the other hand does try to do all these things. For secular socialism, the answer to all those questions is 'yes'.
Does that make secular socialism a religion?
I guess that really depends on your definition of the word, but as far as I'm concerned it's not there yet but it is certainly moving in that direction.
