The Havana syndrome's attacks on US intelligence staff are from Putin and his FSB terrorists?!

That is worrisome beyond diplomatic threats.
If true, and it looks that way, what shall we do about it?
Revenge? What would Trump do if he was POTUS?

The best way to proceed in order to determine who is responsible for these attacks is to say :
1 . We do not believe that it is a deliberate attack .
2 . Suggest the blame is directed at Russia , for example , when you are privately convinced it is being targeted by people from elsewhere -- say China or Iran etc

Any Official explanation will be deliberately Fake but with 20-30% of truth thrown in to give any release apparent authenticity .

Public comment will be entirely speculative and no investigative programme would dare broadcast without first checking with the obvious Agencies that this was 100% acceptable .

So , in summary . If the official narrative is that Russia is responsible , that is the one story that is almost certainly untrue .
