Is Putin's Russia behind the Havana syndrome attacks?

The 60 minutes babe looks like an angry crossdresser in a bad wig. There were about 112,000 deaths among mostly young people last year as a result of imported fentanyl across open borders and 60 minutes worries that diplomats might be drinking poisoned martini's. Priorities?
 
Everything is political. 60 minutes gives a rambling breathless account of alleged health issues among diplomats and the focus lifts off illegal aliens and back to the good old boogey man in the Kremlin.

The Havana syndrome's attacks on US intelligence staff are from Putin and his FSB terrorists?!

That is worrisome beyond diplomatic threats.
If true, and it looks that way, what shall we do about it?
Revenge? What would Trump do if he was POTUS?
So far, Trump does not criticize Putin for his aggressions.

I think Russia is responsible for the Havana Syndrome and countless other negative things in the world. China gets the villain status but it is Russia that the world needs to be warned about.
