How to save inner city schools.

Cities do this all the time. It's all in the appraisal. Most poorer areas are appraised lower than their actual market value. When landlords complain the city tells them to "raise your rents".

Fake news. Appraisal at lower values lower the taxes. Why would anyone complain?

I ran an after school soccer program and made a difference in their lives. Sports can do that. With my background in child development and I was a professional soccer coach I was perfect fit. Thats why Super Soccer Stars recruited me out of retirement.
So what have you done
Poor kids don't play soccer.
 
I taught for years at a school in the district specifically for those students who were too dangerous or unruly to remain in the mainstream high schools in the city. I was recruited for this program for very specific reasons. Most of the teachers in the mainstream high schools were understandably scared of angry, troubled, 6'5" 260 lbs 16-20 year olds.

I first had to make them understand I was not going to take any of their shit. Then I had to make them understand I gave a shit about them. THEN we could get down to learning. Many of them eventually made their way back to the mainstream high schools and graduated. Some of them made their way to prison. But real teachers don't give up on kids. That's why the job's not easy.
 
By making it a cultural norm again. Make unnecessary single parenthood unattractive, undesirable, something to be avoided again--I am not saying shame unwed mothers but don't make them appear desirable and virtuous and victims either. You do that by providing more financial benefits such as tax advantages to the traditional family and make it more desirable to form traditional families than just living together or staying single.

You promote the traditional family as a good thing on television, in advertising, in government announcements, whatever. Change the culture to think of the traditional family as the way it should be again.
Why don't you get right on that? I am sure with your influence society can be changed overnight!
 
So you should do everything possible to get your kid into a private or parochial school.

In my personal case, our neighborhood schools are exemplary. We moved to our current location in order to qualify for those schools. In fact, the percentage of kids from the local schools going to college is up to the percentage of posh private schools in the area.

But it did turn him into a godless heathen, so there's that.
Why are you not the one to blame?
 
There is really not much a teacher can do when that happens, but sometimes a good teacher can be a catalyst for learning in a student even when his parents don't care. As a teacher, child of teachers, and mother of a teacher..... I can tell you it's heartbreaking for teachers who care, and most do care.
I did pretty well in school academically, but I had some behavioral problems that persisted until I got into high school. My grades were good enough that the student counsellor put me into the college prep course. He didn't ask if I intended to go to college and I didn't think I had a choice. I wasn't going to college and would have preferred the general course or even the trades course. I always knew that I was going to work with my hands.

I had great teachers, but their zeal for preparing us for college was misplaced. Few graduates in my class went on to college.

Schools have become the mental hospitals for children and they dont have the training to deal with these problem kids. Violent children are kept in school when they should be expelled and put in residential treatment
We had such kid in grade school. He was expelled and never seen again. In high school they tried to place these miscreants back into our classes, but it never worked out. They were soon gone as well.

Today they keep them and write an IEP then he shoots up the school
