Go after the source? Movie studios? Or the vane self-important actors doing the actual roles? A studio has an army of lawyers ready for battle. An actor may have a PR representative. Want less violence in cinema, go after the weak links. Portray actors as amoral and greedy, making despicable movies for the money and to hell with the consequences, and you might have better luck.
Many actors exhibit multiple symptoms of mental illnesses common to celebrity. While some bad press is still press, a lot of it can easily overwhelm and dictate behavioural changes. If no one's willing to take on roles with a lot of gun play and other violence for fear of becomming the cinematic equivilent of Jeffrey Dahmer and having their brand recognized only as the guy who makes all those soul destroying movies showing grave indifference to the sanctity of life, I'd think less would be getting made.
