Several of the teachers said they don't buy supplies for the kids and others do. I know budgets are tight and money is tight but we spend more per child on education than most if not all countries and our results are average at best. So, the issue isn't the money, there are other issues, maybe government and or parents, which money won't fix.

We waste a lot of time and energy on standardized tests. Maybe there's money to be saved there somehow.

Call me crazy, but I would have gone with something like "analyzing the district budget and finding out where money's being wasted." I believe I mentioned the absolutely shitty school district for which I once worked. They made all the same complaints of "not enough funding, no supplies, waaah!!" They also paid their district superintendent the same annual salary as the federal government was paying the President of the United States at that time. (No, I am not joking.)
