Spanberger is making this about power politics but it's really about the constitution. She doesn't think it's bad to defy the constitution as long as it results in more progressive representatives. And she definitely knew she was outside the law. She wants to turn Virginia into a deep state haven. But the constitution doesn't work that way. It applies to everyone, even elitist, totalitarian wanna-be liberals.
