The problem with utilizing the National Guard or active duty military in these situations is that they have no teeth. Ever since the Kent State 'massacre' 55 years ago, they have not been allowed any real power in domestic situations. Their presence is most symbolic. If they even carry weapons, those weapons most likely have no bullets.
We all still have those terrible images of the deadly clearing of protesters from Tiananmen Square or Peron's bloody clearing of the streets of Buenos Aires. Should the U.S. National Guard or other military be given actual power to enforce the law, the cries of fascism!!! would ring across the land.
What leader would want that on his/her resume?
So when the governors, other elected leaders, the police refuse to do their jobs, I think we're screwed.
But yes they are there mostly as a show Force.
