Which of course swamps the Border Patrol Agents and pulls them away from patrolling the border so that the Cartels can smuggle in drugs, guns and gang members. When you overwhelm the Border Patrol with tens of thousand of illegals turning themselves in...it leaves the rest of the border unprotected and the Cartels are free to smuggle in drugs, weapons and bad people.
