In this video from Chicago radio show, Dan and Amy.........they talk to a former FBI agent and ask him about the shooting gallery called Chicago.....he states that in his career, he never arrested anyone who didn't come from a dysfunctional home with an absentee father....... you can hear him talk about this at the 2:17:22.......

Fix the problem of teenage girls raising multiple children from multiple males with no real father in the home, and you solve the gun crime problem......but anti-gunners hate guns, love the welfare state, so no real solution will be attempted....

Black/White/Green - race doesn't matter. You take any group of people, separate them from society, give them meager means to live on - and you will absolutely see this happen in a few years. Every time. Poeple with unlimited time on their hands is always, always going to lead to deterioration of those people. PERIOD.
How to fix this? Honestly, it is probably unfixable at this point. The culture of these people in these areas is extremely self-destructive. How do you change a culture without also limiting their freedoms to force the change?

I agree to a point. Violence and rampant dysfunction is not always the case with poverty. Look at Appalachia in the US. I believe three of the top five poorest communities in the US are there. There is simply not the per capita violence we see in the black community.
Concurrently, look at Europe. Both North and Sub-Saharan Africans are disproportionately represented in crime and prison stats. They certainly have not had the history in Western Europe that they have had in the US. Yet...

You can't make a judgement like this from some anecdotal account of a former Police Officer. Lots of kids grow up in loving single family homes and don't pursue a violent lifestyle. A political system that advocates anarchy, condones racial hatred and endorses drug use and glorifies violence might explain the mess in Chicago.
