Conspirators in the doj and FBI then disobey the president orders and collaborated in a plan to release only redacted copies, choosing to hide what they wanted to.
That is what is being reported, not your lies and spin you have put here in this thread.
To counter those actions by the conspirators the president has removed that decision from their hands by asking Horowtz to make that call, to release all unredacted information that does not violate National Security and that does not prevent Mueller from specifically doing anything in the investigation.
