I'm not sure how big an impact it had on the election.

For the winner Donald Trump voted less US-Americans then for the second winner Hillary Clinton. This had happened only 4 times in the US-American history I heard. The Russians have extremely good (and often unknown) mathematicians and they have also a huge number of experienced propagandists. Could be that the manipulations of the Russians changed indeed the result - whether it were freaks who did do so or it had been really manipulations from the Russian state.

US-Americans manipulated by the way the Brexit referendum - which had been also on its own a joke because citizens of GB who lived more than 15 years outside of the territory of GB was taken their right to vote - so the result had been with this people nearly exactly 50:50. But also the result "48:52" meant only "We don't know what's the best for the UK". It was not a clear "yes" or "no". To define whether someone wins in an election is in principle a totally other thing than to change a kind of constitutional situation (43 years member of the EU) with such a poor result of a referendum.

So in both cases democratic decisions were perhaps manipulated in historical dimensions.
