His Govt wasn't the one that was sending out the registration forms, the DNC was. The application is filled out, and sent to the LOCAL voter registars office.

To have your rights restored you have to apply to the State, the Gov, and it's possible they restored their rights...if so, they have a valid defense. If their rights were never restored, they had no business applying to the LOCAL voter registars office
