I think Kelly's intent was to remind senior leadership that given court review, and their finding that order were illegal, that they had no obligation to comply.

Such as violation of the Posse Comitatus act.

I don't think it was intended for your low level Soldier/Sailor/Airman/Marine/Spaceman.
