In general, of course, it is clear that Bush's policy did not have such a stunning success, it was more moderate.

How different was it from Reagan's policy, in what specific ways?

You can consider Senior and Junior Bush separately.
 
Both were republicans and as such were viewed by the media as the enemy. Reagan had such a stunning charisma that the dirty tricks democrats combined with their dirty tricksters in the CIA couldn't pin Iran Contra on the Gipper. George W. wasn't so charismatic and his speeches were less than stunning. As a result the dirty tricksters in the democrat party combined with dirty tricksters in the CIA and the media were able to turn a stunning victory in Iraq into a phony WMD issue. It all boils down to the fact that the media will do it's best to bring down a republican administration. Reagan beat them at their own game but Bush wasn't so lucky.
