I think this is an indication that China has a problem. People are getting bolder. If they put it down they look worse, if they let him go they look weak. Either way, the people are getting restless.

It reminds me of towards the end V for Vendetta. When the little girl is shot by the armed guard and the people get really pissed off and start throwing rocks at the guy. And then everyone starts to revolt.
