CRA loans were high risk loans. They were only heavily scrutinized in the sense that the people getting loans qualified to received such a benefit, not that they had the finances to pay the loans back or the risk level. The risky lending gave the green light for banks to do the same. If Fannie and Freddie can do it, why can't we? The same thought process for those that bought the loans.

You are missing the point. GSE were giving out risky loans, all condoned by our federal government. A risky loan is a risky loan. They were giving out loans that had a less than average chance of defaulting. Just because the taxpayers were on the hook doesn’t make it any less egregious. The thought was, if the GSEs can get away with it, why can’t we? Frankly, it was a logical conclusion, albeit an unethical one.
Democrats were not interested in regulatory changes that affected ALL risky loans, including those from GSEs. Going back to our analogy, they wanted to continue stealing the candy and to tell their child that they can’t. I won’t get arrested and become a diabetic, but you will. Yeah, ok.
