The GOP is pretty simple….its not 1000s of pages of taxes and bailouts for big insurance and big pharmaceutical, raping tax payers like the Dems plan

It started with the "Diner's Club" them moved quickly to retailers like Sears Roebuck. From there it blossomed like springtime dandelions. The rest is tragic history. :(

Constitution does not provide for an Air Force or deficit spending either. Or NASA.
The Air Force is an army, the constitution gives Congress the power to raise armies

The constitution certainly allows for deficit spending, see the spending and taxing clause. The Constitution does not require a balanced budget and gives Congress the power to borrow money

The Constitution allows for Congress to promote scientific progress and national security so they certainly had the power to pass National Aeronautics and Space Act of 1958 and the courts held that to be the case NASA v Nelson
