The answer is there shouldn’t be any government plan.

Overturn/repeal the idiotic Obamacare that has done nothing but make healthcare costs soar. Deregulate but also make hospitals publicly list the cost of each service. The medical industry is now built on maximum costs knowing everything just gets “charge to Medicare” or insurance companies. End the entire scam.

Even with charging outrageous fees hospitals are closing right and left because of uncompensated ED costs, among other things.
