Probable cause is needed for an arrest and cops must tell the person they are under arrest, and for what crime...and they must read them their Miranda rights, respect their silence, let them contact a lawyer etc. etc. etc.

Failure to comply with a lawful order IS probable cause of interference with law enforcement officers and is an arrestable offense regardless of circumstances, prior conduct or reasons for the traffic stop. Fleeing and evading (which is what she was doing) is a crime in every state.
