You can only guess why FBI hasn't had the chance to read them... that's why.

The FBI has read them, but it's not that easy as every email that came from somewhere or went somewhere has to be traced and all senders and recipients identified. This number is clearly in the millions and with national security at risk every lead has to be checked.

For example Weiner gets an email forwarded from someone, seems innocuous but the email has hacking code embedded that goes directly to wherever, including the Kremlin. This will take years to fully sort thru.
