2. Paying reparations to the families of those killed in their riots.

Even better question is why are there white neighborhoods in the first place?

Easy question to answer. When white people immigrated to this country, they usually moved into neighborhoods where their relatives and friends (usually white as well) moved to. Worked out well as the folks all spoke the same language, often worked at the same employers.
