Treaties are only signed between sovereign nations.Indians (born on the reservations) weren't excluded simply because they were citizens of other sovereign nations, they were excluded because of the treaties.

Correct. As a matter of fact they still are.And in the olden time, Indian Tribes were considered sovereign nations.
