Adequate rebuttal to Senator Conness' comment?

This may come as a shock to you, Winston, but his comment, which you referenced, in no way confirms the 14th Amendment was intended to grant natural born citizenship to the offspring of illegal entrant foreign nationals born on American soil.

When Conness made the comment "regardless of parentage", he was talking about the first Civil Rights Act pass by Congress which became law on April 9, 1866.

On May 30th, 1866 which you referenced, Senator Conness stated:

"I voted for the proposition [the civil rights act that passed on April 9, 1866] to declare that the children of all parentage whatever, born in California, should be regarded and treated as citizens of the United States, entitled to equal civil rights with other citizens of the United States.
