Apparently over 500 rounds of live ammunition was removed from the set because some of the crew were having target practice despite the rule of no live ammunition on set. Apparently the knowledge of the target practice was well known. As the safety rule about "no live ammunition on set" was ignored by everyone including management (Alec himself) he might have some culpability in the outcome. Though not directly.

Absolutely!If it was more than zero then it shows negligence. Multiple actors have stated that there is NO reason for live rounds to be around real guns on a movie set. Absolutely none.
It was a blank...but there was a bullet stuck in the barrel.It was BRANDON LEE who died by on set firearms accident, not Bruce Lee his already dead father.
In Brandon’s case autopsy confirmed an actual live round bullet was in his body and caused his death. Somebody loaded the gun with a live round.
