Actually Rightwinger, those that aren't considered essential are sent home, and they don't get paid, not until they government reopens and they are called back to work. I remember going through one back in the 90's, and for 24 days, the military (because we were considered essential), kept working, but had to take up the slack for the civilians. And, every morning, we would get a whole bunch of phone calls from the civil service workers asking if they could come back yet.

And, even though the military keeps working, they won't receive a check from the time the government shuts down, until it is reopened. Granted, the military does get back pay, but having to wait for your check is a pain in the ass, especially if you are E-4 or below and living paycheck to paycheck.

Interestingly enough, the Border Patrol is also considered essential, which means they get to keep working, but like the military, will have to wait to get paid. If that happens and some start to hurt for money because it's shut down for so long, expect the cartels to start offering bribes.
