I think your concern is that most of the money you want to tax would not join in your union, so you'd have no money to support your social systems.

Who says each state has to have its own currency? The European Union issued a single currency for several different countries, and it seems to work well for them. Also, the idea that each state is its own government is not exactly where I was going: more like each region of the country as a separate government.

They receive federal aid as compensation for industry and income that the federal government took from them.

I find it very reasonable, but I think the divisions in this country run too deep for the system to operate effectively. The reason that so many governments work well is because the mindset of the citizens are usually very much in sync. That is not the case here. We are all on different pages, and whichever side happens to win elections gets to decide the course for everyone. There is no remedy for dissenting voters. If 51% vote one way, and 49% vote another (think back to 2000), that means that almost half of the country is forced to accept something outside of their ideals. There would be much less unrest if those 49% had a second option.
