The victim card may have originated in the military during WWII, and it was crudely labeled the Tough Shit Card or the TS Card. In time of stress one took his TS card to Chaplain and there it was punched. When the card was full you were issued a new card. But then we learned they had the same type of cards in the Soviet military and they were called "Tough Shitsky Cards." Anyone remember?
