I believe Comey's version of that conversation. Lynch is every bit the liar Comey is so when you read her version of the meeting, notice she took forever to explain the subject hadn't RISEN to the point of being an investigation...that's when the word "matter" came into play. Seems to me it doesn't matter that much really, other than to nail them both for perjury. Lynch simply figured Hillary would win, she'd remain AG and nobody would ever know what really happened.
