What a joke.

So I am guessing these retailers who have to pay this insane tax will just raise the prices of all their goods, making the “people of color” who shop there pay even more.

They're disproportionally affected mainly because the homes they live in aren't energy efficient or kept up-to-date enough to keep the tenants as safe and comfortable as higher income homes or complexes typically are, and since minorities tend to be a higher percentage of low-income housing it is why initiatives like this could help them. Low income housing typically doesn't have high quality windows, good seals, efficient HVAC, and other well built and energy efficient infrastructure which results in much higher energy bills for those people who already cant afford it or are struggling to afford it. This tax would update those complexes and buildings so that it helps them save money but also provides a more energy efficient home which then means less energy is needed towards the city as a whole.

So how does that not equally effect poor whites that live in shitty apartments?

Total bullshit. If you want to live in a better place than get an education and a job and earn it like the rest of us have done in life.

It would help them if they are in the low-income housing location that is getting upgrades. It's not that the organizations would be picking the individual units within a complex owned by people of color over a white tenants it's the complex as a whole for example that would benefit. It's just that many of the low-income housing occupants tend to be minorities and so it would naturally benefit a higher percentage of people of color than it would for white people, but they all benefit if they live there regardless of color.

It’s more wealth distribution than we already have. It’s not sustainable and will damage their economy.

It's possible that it will fail or that the funding won't be enough to accomplish the goals they hope to reach with it, but the benefits from the revenue being used within the city in theory would help the city in the long run and help those most in need feel relief while also helping to reduce energy waste and other inefficiencies that result in more fossil fuel usage and waste in my personal opinion.
