Referring to it with happy little buzzwords such as “climate justice,” the city of Portland will soon be implementing the first (and hopefully only) “green new deal” carbon tax in the nation, which city “leaders” estimate will suck $60 million out of the economy. This is actually a pretty well intentioned and optimistic plan which could really help those people that are struggling the most in my opinion and will be done through partnerships with non-profits with a history of helping those in need. The yearly revenue generated from this tax on the largest corporations within the city limits would effectively then help many of the very people that shop at their stores such as Wal-Mart and Target. The money would go towards updating low income housing to be more energy efficient which would save low income renters for example a good amount of money through their utility bills by fixing issues that result in higher bills that most landlords aren't going to spend money to fix. The money would also go towards job training in upcoming sectors of the job market, like green jobs, and other services for those most in need of new skills while updating other systems and infrastructure.

Low income housing typically doesn't have high quality windows, good seals, efficient HVAC, and other well built and energy efficient infrastructure which results in much higher energy bills for those people who already cant afford it or are struggling to afford it. This tax would update those complexes and buildings so that it helps them save money but also provides a more energy efficient home which then means less energy is needed towards the city as a whole.

It would help them if they are in the low-income housing location that is getting upgrades. It's not that the organizations would be picking the individual units within a complex owned by people of color over a white tenants it's the complex as a whole for example that would benefit. It's just that many of the low-income housing occupants tend to be minorities and so it would naturally benefit a higher percentage of people of color than it would for white people, but they all benefit if they live there regardless of color.
