As Admiral Ackbar so succinctly described...it's a trap. Republicans don't want to be the scapegoats when the bottom falls out. Either way they have the high ground. Either they succeed in repeal or get to say "We tried to fix this piece of crap, but the Democrats block our attempts". The ironic part is that Obamacare is absolutely finished one way or the other, repeal is the easy way, blocking repeal actually gives Republicans a bigger victory and the Democrats a much more devastating defeat.
