Very true. One of the main goals of the Constitution was to keep people (including government people) out of Americans' faces so they could do their own thing and succeed on their own. The Founders knew that some government was necessary, but they also knew that government could only restrict people, so they tried to keep that to a minimum.

We had two governments, federal and state. The state had the responsibility for health care and some welfare. When the great depression hit, the states could no longer handle that responsibility and the national government took over much of welfare. Perhaps the biggie, at that time, was that we the people seemed to be the most important biggest part of America.

Try denying a child in any state access to public education just because his parents can't afford to pay for it and see what happens.

But food is not a right, though it is more vital than education. You still haven't explained why education is a "right".

"the poor" were not denied medical care before ACA. Not having insurance does not mean you wont receive treatment.
