Very true. One of the main goals of the Constitution was to keep people (including government people) out of Americans' faces so they could do their own thing and succeed on their own. The Founders knew that some government was necessary, but they also knew that government could only restrict people, so they tried to keep that to a minimum.promote the general welfare does not mean "provide" the general welfare. Words have meanings.
Government couldn't "provide" the general welfare, but it could "promote" it.
