They cannot choose their electors based on the votes held outside their state. If there is national recount, how long would these states wait to award the electoral votes?

This sort of blows my mind and it'll take awhile before I have any sort of coherent opinion about whether its legal (I'd only guess so) and replace my initial reaction that this is insane with a more rational thought of the pros and cons.

In a nutshell:
The law retains the electoral college. Once approved by states representing at least 270 electoral votes (enough to gain presidency, so far they're at 181) these states have formed a pack to have their delegations to the electoral college cast their ballots for the winner of the national popular vote no matter the result of their individual state.

The Constitution. Try reading it regarding the election of the President. The electors are pledged to support the candidate and elected by the voters. They cannot be elected by voters outside of their state.
