According to Governor Davis' $80.8 billion "May Revise" of the 1999-2000 budget proposal, high levels of revenues are still flowing into the state treasury. what appears to be clear is by the time Arnold took over in earnest and his big referendum went down, ( 05) it was getting very very hairy, the 2000's are full of gimmicks; bond measures, lottery cash and tobacco money that was not used for what it was intended and the rest.
