Actually, that’s right. If a law enforcement officer or agent briefly detains you to ask you anything (say in California), then (unless that law enforcement office or agent already has probable cause) the individual stopped may indeed simply “walk away.”

You are playing extremely loose with the facts. Yes they said that they put a temporary hold on another judges order. Yes it allows them to ask about citizenship IF the person meets all the criteria.
Exactly how do you identify illegals in the U.S. if you do not use a number of criteria to identify them? Did they tattoo illegal on their forehead?

McConney are "circumstances that would cause a reasonable person to believe that entry (or other relevant prompt action) was necessary to prevent physical harm to the officers or other persons, the destruction of relevant evidence, the escape of the suspect, or some other consequence improperly frustrating legitimate law enforcement efforts."

And your “point” is pointless. We’ve already covered that the civilian is free to walk away. That also means he or she doesn’t have to answer at all and that, legally, the law enforcement officer or agent can’t compel the person to answer.
