The speed limit was reduced because of school children crossing the street.

You don't have children crossing the street at 2 o'clock in the morning.
Yet they enforced the 20mph "school zone" speed limit. on streets with 30 or 40 mph speed limits outside the "school zone".

I'm saying there are no school kids crossing the street to go to school at 2 o'clock in the morning.

The streets {meaning sidewalks, and people crossing streets) are empty, except for the occasional crack head.

People making turns from the wrong lanes, and blocking all the lanes of traffic.

So you want them pulling over everyone, that means having hundreds more police and police cars. Are you willing to accept that? How many people want their taxes to be increased for that? Do you want them to forgo responding to robberies, violence and other crimes just to pull over and ticket bad drivers? Are you trying to say that you want even yourself pulled over if you do not follow every law?

So again you are upset that they are enforcing the law but want to pretend that you are all about the law. Make up your mind. If you agree with the law being enforced then you agree with all enforcement of all laws or if you do not agree with enforcing laws then picking and choosing which ones you want enforced means you are not.

It can be considered disobeying a police officers command. Just like the guy they told to get out of the car, and when he didn't, they shattered his window, punched him in the face, dragged him from the vehicle, and arrested him.

That may be a matter of jurisdiction. In NY, police normally have the driver stay in the car. But car stops are different, anyway.

In street confrontations, I once tried a case for a client who got out of a car while it was still rolling. The police ordered him to stop. He didn’t. In fact, the partner got out of the unmarked cop car and followed — then ran after my client. The cops saw him ditch an object over a fence, when the cop car cut him off and the partner tackled the guy. The cops recovered a gun inside the fence.

Long story short, after a hearing judge declined to suppress the gun, client chose to go to trial. We lost the trial for obvious factual reasons. BUT the appellate court reversed the conviction and dismissed the case. Why? Because the cops lacked sufficient evidence to have stopped the defendant. At least in NYS, under those circumstances, where a person has the right to walk away despite cop’s “command” to halt, he can also run.
