There was an order preventing ICE from detaining people based on the four criteria ICE was using.
The court put a stay on that order, allowing ICE to detain people based on the four criteria.
The order halted the raids, with Judge Frimpon saying the Trump administration cannot rely on factors like "apparent race or ethnicity" or "speaking Spanish" alone to stop or question individuals.

Reasonable suspicion does, however, authorize a police/civilian interaction to seek additional information.
