You know, this really doesn't sound like such a bad idea. They need to have certain qualifications (at least 2 years investigative work, plus a post secondary education in Criminal Justice), and they wouldn't be on the front lines, but rather in the office checking out all the boring paperwork.

Actually sounds like a decent idea, as it would free up fully trained officers to be out in the field arresting perps rather than pushing paper behind a desk. The military does pretty much the same thing when they hire on civilian workers to take care of the day to day operations of a base, which frees up the active duty military to do what they are trained for.

Besides.................something along these lines has been going on ever since "America's Most Wanted" first hit the airwaves. When the police couldn't find the perp, they put their picture as well as an account of their crimes on television, resulting in a lot more criminals getting caught.
