The unarmed police who were initially in front of those barricaded doors to that important lobby had turned and were about to descend the stairways as heavily armed police came up. Babbitt abruptly and suddenly leaped into the opening towards the opposing officers on the other side of the purpose-built barricade.

She got shot because she did that.
She shouldn't have charged toward armed officers who had warned her away.

Everybody knows that one doesn't wisely charge towards officers aiming a gun at you after they warned you away.
