The Senate began debate on Owen's nomination Wednesdaya move that is expected to trigger a blocking move, known as the filibuster, by Senate Democrats who want to stymie the Texas Supreme Court justice's nomination. That, in turn, is expected to lead Senate Majority Leader Bill Frist to invoke the "constitutional option"a move which would lower the threshold for breaking the filibuster, returning the Senate back to the stance it held for 214 years.
