President has his powers and Congress has theirs to hold the president accountable.

For example President has the power to fire political appointees. He can also recieve gifts. But if he takes a payment to fire someone then that is clearly corrupt abuse of office and is surely impeachable.

In the same way, a president pardoning his associates as a reward for their loyalty, for their lies to Congress to cover for him, for thier refusal to co-operate with investigators is plainly corrupt. Congress can and should impeach a president for that.
