The social services were all established by King idris. The tribes hated Gaddafi for 40 years. . ,Gaddafi's military and police force were all foreign nationals because he was terrified of the Libyan people. March is pretty late. All the embassies and oil companies had pulled out and Libyan refugees were pouring into Italy.
