What it would clearly do is prevent stuff like a Mardi Grass or Spring Break from happening. How much sense does it make to have one State saying we need to control this spread, while the next state or even county says, go about your business. Its much more complex than a "stay at home order". Who decides who has to go to work? What industrial fabrication is essential? What about transportation, sanitation, food, utilities, law enforcement, etc?
