Simple...every elected official between the early 70s and now.
Oh, and all of us who let our elected official ignore the problem so we could have cheap produce.
This is a problem 5 decades in the making and we are all responsible.
I'd agree with that.
What makes it worst is we could continue to have cheap produce, and
control immigration better by doing the things that were done 50 or 60
years ago.
There are three seasons when oranges are harvested. I know of one
former company that will bring in illegals (Haitians) and house them
3 times a year. They had two barracks for them to live in about 200
yards off of Hwy 27 south of Clermont. That's where they would stay
during the picking seasons. They didn't bring their families or anything
like that. Nor could they roam the country freely. The Company provided
a General Store for them for their odds and ends.
They came here to work and that was it. When the season ended they
were shipped back. You just have to have legislation that exempts them
from minimum wage. The good workers always exceeded the minimum
wage limit anyway and the bad workers were hustled out very quickly.
That could be done today if anybody wanted to work on it and forget
the PC garbage or how it will read in the newspapers.
