Good possibility that some, like Kelley are staying because they are afraid of how much worse it would get if they left.

There is that. And they are right to keep it in mind. The retired generals haven't got that much to lose--they aren't looking to re-election or going out and starting new careers after their stint in the WH.

I felt sorry for the guy looking at him hang his head lower and lower during trump's presser Tuesday.
